Mr. Ravichandran Ramasamy retired as Principal chief Commissioner of Income Tax Tamil Nadu and Pondicherry in April 2023 and thereafter served as Advisor to Kalakshetra Foundation Chennai. He is an officer of 1987 batch of Indian Revenue Service holding Masters Degree in Management and currently pursuing Phd in finance in the subject of Corporate Governance. He has had wide exposure both within the Income Tax Department and outside the Department. He worked on deputation with the Directorate General of Shipping as Deputy Director General of Shipping for six years from 1994 to 2000 and with the Securities Exchange Board of India (SEBI) as Chief General Manager (investigation & Surveillance) for 4 years from 2003 to 2007. He has handled various sensitive investigation cases in SEBI including IPO scam and penny stock manipulation cases. He was instrumental in setting up of Integrated Market Surveillance Systems project (IMSS) of SEBI. Earlier as Principal Director of Income Tax (Investigation) Bangalore handled search and seizure operations.
He has done several high profile searches during his 6 year stint in Investigation. Previously worked as Director of Income Tax (Intelligence and criminal Investigation) Karnataka & Goa for 2 years and handled intelligence gathering and data mining operations and carried out Data Analysis Project of CBDT during the period of demonetisation and Income Disclosure Scheme (IDS). Prior to this he served as Additional Director General of Income Tax at National Academy of Direct Taxes Nagpur for 2009 to 2013 and trained 5 batches of IRS induction training, 2 batches of Foundation course for central civil service and other IRS in-service programmes.He was part of the various committees constituted by the Ministry of Finance for framing legislation under Prevention of Money Laundering Act, and Cross Border Taxation. He has published papers in Journals, presented papers in several international conferences and has been the visiting faculty at various central training Institutes and management Institutes in India and abroad. He served as OECD faculty on the subject of International taxation, Transfer pricing and Treaty Issues in South Korea. Digital Evidence Investigation Manual for Investigation for officers of Income Tax Department for the first time was prepared under his leadership and released by CBDT in October,2014 Also Data Analysis Manual of CBDT for the first time in 2016 and Guidance note for assessing officers on taxation of crypto transactions. As a part of all India Operation on Bitcoin exchanges he piloted and successfully unearthed tax evasion on cryptocurrencies by executing survey operations on 11 bitcoin exchanges in the country and gathered data of investors of cryptocurrencies which are undisclosed to incometax.
